The only thing that seemed to fix it at first was to reset the game, but once the quest updated to 'Kill everyone in the Sanctuary', it happened again, and now resetting doesn't work.

When I killed Astrid and was prompted to tell a guard (and did so), the quest didn't update and the barter window wouldn't open when dealing with any merchants.
